Modifies Higher Education Student Housing Grant Program to authorize (rather than require) UC and community colleges to fund projects using revenue bonds and local financing instead of General Fund appropriations, with community colleges reverting allocated General Fund resources by June 29, 2024 or Budget Act 2024 enactment.

Increases funding for two UC-community college intersegmental projects: $126 million for UC Riverside/Riverside City College (from $51 million) and $100 million for UC Merced/Merced College (from $50 million), while removing two other intersegmental projects and delegating community college project funding decisions.

Expands Golden State Teacher Grant Program eligibility to include California residents at private institutions accredited by additional agencies, caps private institution funding at 8% of total program funds, and requires institutions without California physical presence to contract with Bureau of Private Postsecondary Education for complaint resolution.

Requires Scholarshare Investment Board to partner with Los Angeles Unified School District and Riverside County Office of Education for 2023-24 and 2024-25 fiscal years to increase KIDS Program participation and provide student identifier data to local educational agencies; requires report by September 30, 2025.

Adds emergency assistance from institution-based foster youth support programs to Middle Class Scholarship Program financial aid calculations, authorizes community college districts to provide health benefits to part-time faculty with appointments of at least one semester and teaching assignments of 2+ courses or 40% full-time equivalent, and appropriates $206,000 additional funding to Student Aid Commission.
