CA AB1420

Amends firearm dealer inspection and enforcement provisions, authorizing the Department of Justice to conduct inspections every three years and assess civil fines up to $1,000 for violations of firearms regulations, Business and Professions Code provisions, and any other applicable state law.

Increases maximum civil fine to $3,000 for violations that subject a license to forfeiture if the licensee received written notification and failed to correct the violation, or if the licensee knowingly or with gross negligence violated the prohibition.

Requires the Department of Justice to maintain and report information on the number of firearms dealers found to have violated any applicable state law with knowledge or gross negligence, in addition to violations of specified provisions.

Mandates that firearm transfer registers include the purchaser's email address for all transactions on and after September 1, 2025.

Incorporates amendments from Assembly Bill 574 to Section 28160 if both bills are enacted and AB 1420 is enacted after AB 574, with Section 4 becoming inoperative if Section 4.5 becomes operative.
