Prohibits public entities, K-12 schools, and institutions of higher education (except University of California) from purchasing or installing artificial turf or synthetic surfaces containing regulated PFAS (perfluoroalkyl and polyfluoroalkyl substances) beginning January 1, 2026.

Bans manufacturing, distributing, selling, or offering for sale of covered surfaces containing regulated PFAS in California starting January 1, 2026, with civil penalties of up to $5,000 for first violations and up to $10,000 for subsequent violations.

Defines "regulated PFAS" as intentionally added PFAS with functional effects in products, or PFAS present at 20 parts per million or higher measured in total organic fluorine.

Requires manufacturers to use the least toxic alternative when replacing regulated PFAS in covered surfaces, unless an alternatives analysis under the Green Chemistry Program provides different conclusions.

Exempts entities that approved concept designs, contracted for installation, or purchased covered surfaces containing PFAS before December 31, 2025.
