• Allows state bodies to conduct teleconferenced public meetings with remote public participation until December 31, 2023, suspending certain Bagley-Keene Act requirements for physical location and quorum attendance.

• Transfers Senate appointment power for State Allocation Board members from the Senate Committee on Rules to the President pro Tempore of the Senate.

• Registers servicemembers and their spouses with California professional licensing boards without fees if they hold valid out-of-state licenses, meet experience requirements, and provide military orders documenting relocation to California.

• Extends postgraduate training license timelines for physicians from 180 days after "enrollment" to 180 days after "beginning" a program and provides a $20,000 fixed payment to forced sterilization compensation program recipients by March 31, 2026.

• Creates reduced hazardous waste generation fees ($5.72 per ton instead of $49.25) for eligible environmental leadership projects with 2,000+ housing units and registered pre-1975 properties, extending goat herder labor protections until July 1, 2026 and appropriating $1,000,000 for a sheepherder and goat herder employment report.
