Requires group health insurance policies marketed, issued, or delivered to California residents to comply with all Insurance Code provisions regarding coverage of abortion, abortion-related services, and gender-affirming care, regardless of where the contract is based or where the employer is located.

Applies existing requirements for equal coverage of domestic partners and spouses to all policies sold to California residents, with a narrow exception for policies issued outside California to employers whose principal place of business and majority of employees are located outside the state.

Clarifies that the out-of-state employer exception does not limit applicability of other Insurance Code provisions to those same policies.

Amended in the Assembly on April 3, 2023 and in the Senate on August 23, 2023.

Passed both chambers in September 2023 and enrolled September 11, 2023.
