Extends prequalification requirements for school construction contracts to projects funded with state general funds, in addition to existing requirements for projects using Leroy F. Greene School Facilities Act funds or future state school bonds.

Requires prospective bidders to submit a standardized prequalification questionnaire and financial statement verified under oath for school district construction contracts involving projected expenditures of $1,000,000 or more.

Applies only to school districts with an average daily attendance of 2,500 or more and to contracts awarded on or after January 1, 2014.

School districts must adopt a uniform rating system for bidders based on prequalification questionnaires and financial statements, and must furnish standardized proposal forms to all bidders.

Specifies that no state reimbursement is required because the act only creates or modifies criminal penalties related to perjury.
