Expands the definition of motorized scooters to include 3-wheeled devices with a maximum weight of 200 pounds and width of 3 feet, powered by electric motors that cease at 20 miles per hour.

Requires manufacturers of motorized scooters weighing 50 pounds or more (manufactured after January 1, 2024) to apply a certification sticker verifying the scooter meets specified braking requirements.

Prohibits operation of motorized scooters exceeding 15 miles per hour without a working speedometer and prohibits speeds over 15 mph while standing or over 20 mph while sitting down.

Extends the Three Feet for Safety Act to require motor vehicles passing motorized scooters to maintain at least 3 feet of clearance, with violations subject to a $35 fine ($220 if causing injury).

Requires manufacturers to provide buyers with disclosures warning that existing insurance policies may not cover motorized scooter accidents.
