Exempts from California Environmental Quality Act (CEQA) certain public agency actions related to affordable housing projects until January 1, 2033.

Applies to issuance of entitlements, land leasing or conveyance, rezoning, specific plan or general plan amendments, and financial assistance for affordable housing projects that meet specified requirements.

Requires affordable housing projects to dedicate all residential units to lower income households, meet labor standards, be located in urbanized areas or near transit, and be surrounded by urban uses on at least 75 percent of the perimeter.

Mandates projects be subject to a California Tax Credit Allocation Committee regulatory agreement, be servable by existing utilities, and complete environmental assessments for hazardous substances and exposure to health hazards.

Requires lead agencies to file a notice of exemption with the Office of Planning and Research and county clerk if they determine an action qualifies for the CEQA exemption.
