Requires the Department of Transportation and Bay Area Toll Authority to consider reopening the third lane on the westbound level of the Richmond-San Rafael Bridge to motor vehicle traffic during weekday morning commutes if they develop such a project.

Mandates consideration of adding a movable "zipper" barrier to the eastbound level of the bridge to maintain a continuous bicycle and pedestrian lane and San Francisco Bay Trail.

Requires operation of moveable "zipper" barriers on both bridge levels to optimize traffic flow in either direction while preserving bicycle and pedestrian access and the Bay Trail.

Establishes legislative findings that approximately 18,000 daily commuters cross the bridge (63% people of color, 60% earning below median income), facing 16 minutes of added gridlock during peak hours that contributes to air pollution in Richmond's disadvantaged communities.
