Requires local educational agencies to annually post their behavioral restraint and seclusion reports on their internet website, in addition to submitting reports to the State Department of Education within 3 months of the school year's end.

Reports must include disaggregated data by race/ethnicity and gender on the number of pupils and instances of mechanical restraint, physical restraint, and seclusion, with separate counts for pupils with Section 504 plans, individualized education programs, and pupils without either plan.

Designates collected data as public records under California's Public Records Act and requires the State Department of Education to post the data annually on its website within 3 months of receiving reports from local agencies.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures in Government Code Part 7.
