Prohibits persons from requiring occupants, tenants, or residents in qualified recreational vehicle parks to reregister if the purpose is to prevent them from gaining or maintaining resident status.

Defines "qualified recreational vehicle park" as a recreational vehicle park located within the City of Imperial Beach.

Redefines "resident" for this section as a tenant who has occupied a lot in a park for at least 9 months in a 12-month period.

Establishes a civil penalty of $500 for violations, with a rebuttable presumption that reregistration requirements were intended to prevent resident status if evidence shows reregistration was required.

Requires courts to award reasonable attorney's fees and costs to the prevailing party in enforcement actions.
