Freezes licensing and certification fees for residential treatment facilities and addiction treatment programs at the 2022 published rate beginning January 1, 2024.

Fee freeze remains in effect until January 1, 2031, or until opioid overdose deaths reported by the California Overdose Surveillance Dashboard decline by 50% compared to January 1, 2024 levels, whichever occurs first.

After the freeze period ends, allows fee increases to continue until licensing and certification programs are self-sufficient, with increases capped at 15% per single year.

Removes restrictions limiting the fee freeze to only nonprofit facilities and programs serving Medi-Cal beneficiaries, applying it to all residential treatment facilities and addiction treatment programs.

Requires the Department of Health Care Services to submit any proposed fee changes to the Legislature for approval no later than April 1 each year as part of the spring finance letter process.
