Approves labor agreements between the state and State Bargaining Units 1, 3, 4, 5, 11, 12, 13, 14, 15, 17, 19, 20, and 21, with provisions requiring specific legislative appropriation to take effect.

Establishes continuous appropriations to compensate state employees covered by specified memoranda of understanding if budget acts are not enacted by July 1 for fiscal years 2023-24 through 2026-27.

Modifies pension contribution rates for State Bargaining Units 12 and 19 effective July 1, 2024 and thereafter, with rates adjusting based on actuarially determined normal costs and specific thresholds.

Changes employer health care contributions for State Bargaining Units 1, 4, 11, 14, 15, 17, 20, and 21 to 80% of weighted average basic plan premiums, plus up to $165 additional monthly contribution per employee.

Appropriates $1,158,179,000 for fiscal year 2023-24 to fund compensation and benefits for affected bargaining units and non-represented excluded employees.
