Expands presumptive eligibility program to all pregnant people and renames it "Presumptive Eligibility for Pregnant People" (PE4PP), replacing the previous program limited to pregnant women.

Requires the department to maintain PE4PP coverage for pregnant persons who apply for full-scope Medi-Cal benefits between the date of their presumptive eligibility determination and the last day of the subsequent calendar month, until their application is approved or denied.

Mandates that providers participating in PE4PP inform enrolled pregnant persons how to contact their county to expedite Medi-Cal application determinations.

Makes conforming changes to related Medi-Cal provisions in Sections 14011.66, 14148.03, 14148.1, 14148.3, and 14148.85 of the Welfare and Institutions Code.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated local program costs, reimbursement shall be made pursuant to state law procedures.
