Eliminates the private party transaction exemption to California's 30-day limit on firearm purchases, effective January 1, 2025.

Adds new exemptions for private party transactions where the seller is required by state law or court order to relinquish all firearms.

Adds exemptions for private party transactions involving firearm transfers from a decedent's estate to heirs, beneficiaries, or trust beneficiaries following the owner's death.

Extends the 30-day purchase limitation to completed frames, receivers, and firearm precursor parts.

Approved by Governor September 26, 2023, with no state reimbursement required for local implementation costs.
