Clarifies that "standard issue service weapons" exclude assault weapons as defined in Penal Code Sections 30510 and 30515, and defines standard issue service weapons as firearms other than assault weapons normally issued to peace officers during routine patrol.

Replaces specific trade names for certain devices (flashbang grenades, tear gas, pepper balls) with general descriptions and adds acoustic hailing devices and sound cannons to the military equipment definition.

Requires governing body renewal votes for military equipment authorizations to be held no less than 30 days after the community engagement meeting required under Section 7072.

Requires governing bodies to consider input from community engagement meetings when determining whether military equipment has complied with approval standards during annual reviews.

Allows cities contracting with another entity for law enforcement services to adopt military equipment use policies based on local community needs.
