Changes the limit for student absences to attend religious retreats from 4 hours per semester to one schoolday per semester.

Allows students to complete missed assignments and tests from excused absences and receive full credit upon satisfactory completion within a reasonable timeframe.

Excused absences under this section count toward average daily attendance calculations but do not generate state apportionment payments.

Incorporates coordination provisions with Senate Bill 350 to avoid conflicting amendments to Education Code Section 48205.

Establishes a procedure for reimbursement to local agencies and school districts if the Commission on State Mandates determines this act contains state-mandated costs.
