Exempts applications to install electric vehicle charging stations in public right-of-way from streamlined permitting requirements under existing law (Sections 65850.7 and 65850.71).

Requires local agencies to develop and adopt a comprehensive plan for electric vehicle charging stations in public right-of-way, including permitting processes, by January 1, 2027 (agencies with 250,000+ residents) or January 1, 2029 (smaller agencies).

Mandates local agencies conduct equity analyses, assess competing uses, evaluate ownership models, and identify planning barriers when developing public right-of-way charging plans, with requirements for public hearings and stakeholder consultation.

Expands the statewide assessment of electric vehicle charging infrastructure to include light- and heavy-duty vehicles, analyze different direct current fast charger power levels, and evaluate equitable access in rural and disadvantaged communities.

Requires the Energy Commission to identify workforce development and training resources needed for diverse electric vehicle charging technologies and power levels to build career pipelines in disadvantaged communities.
