Expands rights of children in foster care to include the opportunity to return to their school in a trauma-informed manner to collect belongings when a placement change requires a school change, with returns to occur during school hours when feasible to allow connection with teachers and classmates.

Adds this new right to the existing comprehensive list of foster youth rights in Welfare and Institutions Code Section 16001.9, which includes housing, safety, health care, education, privacy, and legal representation protections.

Applies to all children placed in foster care voluntarily or through juvenile court dependency proceedings, as well as nonminor dependents in foster care where rights do not conflict with their legal decision-making authority.
