Approves memorandum of understanding between state employer and State Bargaining Unit 6 dated August 19, 2023, contingent on legislative appropriation of funds for provisions requiring expenditures.

Updates Government Code Sections 19829.9851, 19829.9852, and 19829.9853 to change State Bargaining Unit 6 agreement effective dates from July 3, 2020–July 2, 2023 to July 3, 2023–July 2, 2025.

Appropriates $296,891,000 for State Bargaining Unit 6 employees in the 2023–24 fiscal year for state employee compensation.

Allows state employer or State Bargaining Unit 6 to reopen negotiations if funds for agreement provisions are not specifically appropriated by the Legislature.

Provides that agreement provisions requiring expenditures become effective upon legislative approval, regardless of whether approval occurs in the annual Budget Act or other legislation.
