Authorizes issuance of state general obligation bonds (amount to be determined) to fund substance use treatment, harm reduction, and drug trafficking prevention programs, submitted to voters at the November 5, 2024 statewide general election.

Allocates $2 billion to the State Department of Health Care Services for substance use treatment programs including medication-assisted treatment and hub-and-spoke health care networks.

Allocates $400 million to the State Department of Public Health for harm reduction programs including fentanyl test kits, syringe services, and overdose response training.

Allocates $2 billion total to the State Department of Education for school-based substance use education, opioid overdose reversal medication distribution, and student support services addressing underlying causes of substance use disorder.

Allocates $500 million to the Department of Justice and Department of Corrections and Rehabilitation for drug trafficking enforcement, substance use treatment in prisons and juvenile facilities, and recovery housing for previously incarcerated individuals; includes $100 million for monitoring emerging drugs like xylazine.
