State Department of Social Services must convene a workgroup including County Welfare Directors Association, Student Aid Commission, UC, CSU, and California Community Colleges to develop recommendations for releasing FAFSA data to county welfare departments to enable students to apply for public social services.

Workgroup recommendations must be submitted to the Legislature by December 31, 2024, in compliance with Government Code Section 9795.

Upon submission of recommendations, the department and workgroup members shall pursue administrative and statutory changes to allow FAFSA and other student aid application data to be prepopulated into public social services applications.

CalSAWS must be updated to allow all county eligibility workers to view, transfer, and process all CalFresh applications regardless of county, enabling students to apply for benefits in their home county or school county.
