Requires the Labor and Workforce Development Agency to convene a working group until July 1, 2025, to study minimum wage topics in California.

Working group must include representatives from the Labor Commissioner's office, Employment Development Department, low-wage and immigrant worker organizations, incarcerated persons rights advocates, and employer organizations.

Working group shall evaluate raising the state minimum wage, social safety net utilization by minimum wage workers, minimum wage enforcement efforts, and socioeconomic benefits of ending subminimum wages for incarcerated workers.

Requires the working group to submit a report to the Legislature by July 1, 2025, with recommendations for raising the minimum wage for all workers in California.
