Requires school district superintendents to consult with special education local plan area (SELPA) administrators when developing local control and accountability plans, including determining specific actions needed to support pupils with disabilities on the California School Dashboard.

Requires county superintendents of schools to include SELPA administrators as part of the expert technical assistance team when pupils with disabilities are identified as a subgroup needing support.

Establishes requirements for annual assurances support plans beginning July 1, 2027, including how SELPAs will support participating agencies in achieving local control and accountability plan goals and connect agencies to the statewide system of support.

Requires SELPAs submitting local plans to provide technical assistance to member local educational agencies for monitoring activities directed by the department, including professional development, differentiated assistance, and California School Dashboard improvement activities.

Provides that any state-mandated costs from this bill will be reimbursed to local agencies and school districts pursuant to existing state mandate reimbursement procedures.
