Prohibits any person from removing, altering, or obfuscating vehicle identification numbers or unique markings added to catalytic converters, punishable as a misdemeanor.

Prohibits knowingly possessing 3 or more catalytic converters with removed, altered, or obfuscated identification numbers, punishable as a misdemeanor.

Exempts persons installing a catalytic converter on a different vehicle with a new identification number and persons lawfully disassembling, smelting, or permanently destroying a catalytic converter.

Approved by Governor and filed with Secretary of State on October 13, 2023.

Specifies no state reimbursement is required to local agencies or school districts as the costs are associated with creating a new crime under Section 17556 of the Government Code.
