Requires multiple state agencies (Department of Justice, Department of Financial Protection and Innovation, Department of Real Estate, Department of Housing and Community Development, and others) to submit fingerprint images and criminal background information to the Department of Justice for employees, prospective employees, contractors, and subcontractors with access to criminal offender record information or sensitive data.

Mandates the Department of Real Estate and Department of Housing and Community Development to require contractors to perform criminal background checks on their employees and subcontractors who access specified information, for contracts entered into, renewed, or amended on or after January 1, 2024.

Revises the Debt Collection Licensing Act to require applicants undergo Federal Bureau of Investigation criminal history record checks and prohibits license denial based on criminal convictions if the applicant obtained a certificate of rehabilitation, clemency, pardon, or had the conviction dismissed under specified Penal Code sections.

Adds definitions for cannabis event organizer and processor to the cannabis licensing scheme; removes requirement for Department of Cannabis Control to request subsequent arrest notification service from the Department of Justice.

Appropriates $10,000 from the General Fund to the Department of Justice for implementation and declares the bill furthers the purposes of the Control, Regulate and Tax Adult Use of Marijuana Act; takes effect immediately.
