AB 1533 Summary

• Renames the Energy Commission's "adviser" position to "public advisor" and makes conforming changes throughout the Public Resources Code and related statutes.

• Authorizes the Energy Commission to take official notice in proceedings of documents and records submitted to or resulting from Public Utilities Commission proceedings, with parties given opportunity to refute noticed matters.

• Clarifies that "firm zero-carbon resources" must deliver zero-carbon electricity with high availability during extreme weather events and facilitate integration of renewable energy into the electrical grid.

• Repeals obsolete provisions including programs for solar medallion competitions, biomass fuel incentives, and international energy technology exports.

• Reorganizes reporting requirements by recodifying the joint report on zero-carbon electricity policy (due January 1, 2021, and every 4 years thereafter) and requires an annual joint reliability progress report beginning December 1, 2023.

• Requires the Public Utilities Commission to continue reporting on entities or programs for 2 fiscal years after they cease operations, then note their status and cease reporting obligations.
