Creates the Energy, Environment, and Economy Council with 16 members including state secretaries, business representatives, agricultural representative, economist, and regional representatives from northern, southern, central, rural, and urban California

Requires the council to engage with stakeholders, subject matter experts, and state and local agencies to determine policies that meet California's environmental goals while avoiding harm to the economy and maintaining specified protections

Council must submit a report to the Legislature by July 1, 2024, recommending policies to achieve state environmental goals including greenhouse gas reductions, renewable energy procurement targets, energy efficiency improvements, and organic waste reduction

Establishes legislative findings that Californians have rights to safe and affordable energy, domestic food supply, vehicle ownership and operation, and housing unburdened by excessive regulatory costs

Requires that emission reduction rules be narrowly tailored to minimize impact on residents' liberty and that revenues from greenhouse gas emission regulations support projects that reduce emissions in the most cost-effective manner
