Expands the Cash Assistance Program for Aged, Blind, and Disabled Immigrants to cover individuals regardless of immigration status if they meet SSI/SSP eligibility criteria but are ineligible solely due to immigration status.

Exempts individuals who are not "qualified immigrants" under federal law (8 U.S.C. § 1641) from being required to apply for SSI/SSP benefits to receive program benefits.

Removes the requirement for applicants described in Section 18944(b)(1) to submit an application for the program.

Requires the State Department of Social Services to conduct disability evaluations and establish the county-administered program, with potential federal administration if the federal government agrees.

Implementation contingent upon legislative appropriation for the express purpose of funding Sections 18937, 18938, and 18939; imposes state-mandated local program costs subject to reimbursement under Government Code Section 17500.
