Requires California State University and California Community Colleges to accept affidavits provided to the Student Aid Commission as part of financial aid applications to satisfy nonresident tuition exemption requirements for students without lawful immigration status.

Permits institutions receiving affidavits from the Student Aid Commission to share them with internal departments to prevent students from submitting multiple affidavits.

Prohibits institutions from requiring students to file separate affidavits while preserving their right to verify information provided on submitted affidavits.

Allows institutions to provide affidavits directly to students who do not apply for state financial aid.

Requests (but does not require) University of California and independent institutions of higher education to accept affidavits provided to the Student Aid Commission for the same purposes.
