Amends Education Code to provide that student members of the Board of Governors of the California Community Colleges receive Student Success Completion Grant program awards of $4,000 per semester or quarterly equivalent while serving on the board

Grant awards are provided regardless of the number of units the student member is enrolled in, differing from standard grant eligibility requirements that typically require 12 or more units

Awards are provided for each semester or quarterly equivalent of each year the student serves as a board member

Requires reimbursement from the state to local agencies and school districts for any costs mandated by this bill pursuant to Government Code Section 17500 et seq.

Specifies that this section shall not be operative in any fiscal year unless funding is provided through the annual Budget Act or another statute
