Requires the $2 student representation fee collected at community colleges to be split: $1 for statewide student organizations and $1 for local student body organizations, effective with the 2024–25 academic year.

Allows students to refuse to pay either the $1 statewide portion or $1 local portion of the fee separately, commencing with the 2024–25 academic year.

Establishes requirements for the statewide community college student organization to be recognized by the Board of Governors, including legal registration, annual independent financial audits, and compliance with state and federal laws.

Requires community colleges to annually report revenue collected and expenditures from the student representation fee to their governing board and post the summary online.

Shifts responsibility for prescribing the model fee refusal form from the Board of Governors to the office of the Chancellor of the California Community Colleges.
