Amends Section 19608.4 of the Business and Professions Code to clarify labor organization requirements for satellite wagering facilities and organizations operating audiovisual signal systems for racing programs.

Exempts state employees and state supervisory, managerial, or confidential employees (as defined in Government Code Section 3513) from the requirement to enter into written contractual agreements with bona fide labor organizations.

Maintains existing exception allowing permanent state or county employees and nonprofit organizations that have historically provided services at county, state, or agricultural district fairs to continue providing those services.

Makes non-substantive changes to statutory language for clarity, including replacing "which" with "that" and adjusting punctuation.
