Expands the Department of Resources Recycling and Recovery's grant program to include financial assistance for sorting, aggregating, and reusing recyclable and organic materials, and diverting items from landfills through enhanced reuse opportunities.

Adds two new eligible activities for grant funding: increasing reuse opportunities for materials diverted from landfills and purchasing recyclable material recovery, sorting, or baling equipment for use at publicly owned facilities (limited to local jurisdictions).

Authorizes new eligible infrastructure projects including local government projects to improve recovery and sorting of recyclable materials at publicly owned facilities, equipment and facilities for edible food waste recovery operations, and establishment of reuse programs to divert items from landfills.

Changes grant award criteria to require consideration of benefits to "low-income communities" in addition to "disadvantaged communities" when awarding grants for organics composting or in-vessel digestion projects.
