Delays the deadline for credentialed teachers first assigned to transitional kindergarten classrooms after July 1, 2015, to meet qualification requirements from August 1, 2028, to August 1, 2025.

Qualification requirements for transitional kindergarten teachers include: at least 24 units in early childhood education or childhood development, comparable professional experience with preschool-age children, or a child development teacher permit or early childhood education specialist credential.

Updates the withholding provision for school districts and charter schools that fail to comply with transitional kindergarten requirements to reference the new August 1, 2025, deadline instead of August 1, 2028.

Substitute teachers and those with temporary permits are exempt from the qualification requirements.
