Requires each California Community Colleges and California State University campus to take action after receiving a credible threat to student, faculty, or staff safety; requests the same from University of California campuses.

Mandates campuses use third-party risk assessments to determine if threats are credible, including criminal threats under Penal Code Section 422, threats to bring weapons on campus, or lewd acts by faculty/staff in academic buildings.

Requires campuses to determine whether individuals who made credible threats pose an immediate threat to physical health or safety that justifies removal from campus.

Authorizes campuses to impose interim measures such as counseling, course adjustments, schedule modifications, campus escorts, contact restrictions, increased security, and leaves of absence when individuals are not removed.

Requires substantiated credible threats be included in the student or personnel file of the individual who made the threat; establishes that no conviction is required to make a credibility determination.
