Authorizes the Secretary of State to impose additional conditions of approval for electronic poll books, ballot manufacturers, ballot on demand systems, voting systems, and remote accessible vote by mail systems.

Reduces notification timeframe for ballot manufacturers, finishers, and ballot on demand system vendors to report flaws or defects from 2 business days to 24 hours after discovery.

Requires county elections officials to preserve paper cast vote records and electronic data (voting system data, ballot images, HASH values, etc.) for 22 months for federal elections or 6 months for other elections.

Expands felony crimes related to voting system interference to include unauthorized access to or breaking chain of custody of certified voting technology and possession of credentials, passwords, or access keys to voting machines.

Prohibits voting system network connections to non-essential devices, wireless communications, and modem transmissions; requires parallel central election management systems separated by an air-gap for vote tabulation.
