Revises vessel safety regulations including redefining "personal watercraft," updating engine cut-off switch requirements, and shortening the vessel numbering period from 90 to 60 consecutive days.

Modifies hazardous waste fee structures by applying fees to each ton (including the first five tons) of hazardous waste generated, and establishes increased penalties for willful non-compliance with generation and handling fees.

Extends the steelhead trout fishing report-restoration card program from January 1, 2025, to January 1, 2027, and delays reporting requirements to July 1, 2025.

Abolishes the Upper Newport Bay Ecological Reserve Maintenance and Preservation Fund, herring research and management account, Marine Resources Protection Account, and Coastal Wetlands Fund, with remaining balances reverting to the General Fund.

Appropriates $553.9 million to the Department of Toxic Substances Control over fiscal years 2021–22 through 2026–27 from General Fund, Greenhouse Gas Reduction Fund, and Toxic Substances Control Account for contaminated property cleanup and investigation in disadvantaged communities.
