Adds City of Chico to the list of cities eligible for streamlined, ministerial residential development approval under the Camp Fire Housing Assistance Act of 2019.

Extends the sunset date of the streamlined approval process from January 1, 2026 to January 1, 2029.

Applies the streamlined approval requirements to both City of Chico and City of Oroville as a matter of statewide concern under California Constitution Article XI, Section 5.

Imposes state-mandated local program duties on local governments to process eligible residential and mixed-use developments meeting specified objective planning standards within 60-90 days without conditional use permits.

Exempts ministerial approval of qualifying housing developments from California Environmental Quality Act (CEQA) requirements.
