Authorizes the Department of Veterans Affairs to require county veterans service officers to apply uniform measurement and workload units, claims reporting, and other standardized information collection methods

Maintains existing requirements for pro rata fund distribution to counties that maintain county veterans service officers and allocate county funds at levels not less than the 1988-89 fiscal year amount

Preserves existing reporting requirements on veteran contacts, claims filed, monetary benefits received, and summary of services provided by county veterans service offices
