Requires independent living skills services to include mandatory functional skills training components such as cooking, money management, use of medical and dental services, community resource awareness, and personal hygiene, and prohibits these services from being conducted in center-based environments.

Mandates the Department of Developmental Services revise and implement an equitable ratesetting procedure for independent living skills services by April 1, 2024, using current U.S. Bureau of Labor Statistics wage data for California.

Specifies that independent living skills services shall not be categorized as community-based day programs or adult day programs, ensuring they receive separate and distinct rate classification.

Requires the department to determine instructor costs as a composite job function: 30 percent rehabilitation counselor, 30 percent social and human service assistant, 20 percent tutor, and 20 percent teacher and instructor based on occupational wage estimates.

Exempts the ratesetting procedure revision from Administrative Procedure Act requirements and requires immediate application of the January 1, 2023 rate increase upon implementation of the revised procedure.
