Amends the Budget Acts of 2022 and 2023 by modifying appropriations for state government support in fiscal years 2022-23 and 2023-24, including adjustments to various funding items and schedules across multiple departments and programs.

Makes significant allocations totaling hundreds of millions of dollars for parks, open spaces, education, transportation, housing, homelessness prevention, public safety, water infrastructure, cultural institutions, and community services throughout California.

Establishes or adjusts appropriations for specific projects including park improvements, library construction, fire stations, homeless services facilities, water treatment systems, workforce development programs, and various community centers across cities and counties statewide.

Sets the state appropriations limit for the 2023-24 fiscal year at $141,492,000,000 and establishes General Fund revenue estimates of $235,040,000,000 for that fiscal year.

Takes effect immediately as a budget bill and authorizes the Department of Finance to make certain transfers and adjustments between appropriation schedules to facilitate expenditure of funds for intended legislative purposes.
