Requires the State Energy Resources Conservation and Development Commission and Department of Transportation to jointly develop a California National Electric Vehicle Infrastructure Program Roadmap by June 30, 2024, consistent with federal requirements under the Infrastructure Investment and Jobs Act of 2021.

Mandates the roadmap include only projects receiving federal funding under the National Electric Vehicle Infrastructure Formula Program and be updated each January thereafter.

Requires submission of the roadmap and updates to the Joint Legislative Budget Committee and all relevant policy and fiscal committees of the Legislature.

Permits the agencies to submit roadmap updates in conjunction with or as part of the Clean Transportation Program investment plan.

Becomes inoperative when federal National Electric Vehicle Infrastructure Formula Program funding to the state is exhausted and is repealed on January 1 of the following year.
