Extends the sunset date of California Seed Law subvention program provisions from July 1, 2024 to July 1, 2027, with repeal moved from January 1, 2028 to January 1, 2031.

Maintains annual $120,000 subvention to counties for seed law enforcement costs, apportioned by the Secretary of Food and Agriculture.

Preserves optional participation in the subvention program with counties receiving funds based on registered seed labeler operations and enforcement activity levels.

Requires participating counties to enter into five-year cooperative agreements with the secretary to maintain statewide seed compliance standards.

Makes a continuing appropriation through the extension of moneys collected from seed law registration fees, assessments, and penalty revenues.
