Requires payment card networks to make available the ISO merchant category code for firearms and ammunition businesses to merchant acquirers by July 1, 2024.

Requires merchant acquirers to assign the firearms and ammunition merchant category code to firearms merchants beginning May 1, 2025.

Defines "firearms merchant" as a California-licensed firearms dealer or ammunition vendor whose highest sales value comes from combined sales of firearms, firearm accessories, or ammunition.

Grants exclusive enforcement authority to the Attorney General, who must provide 30 days' written notice before filing suit and allow opportunity to cure violations.

Imposes civil penalties of $10,000 per violation, plus injunctive relief and attorney's fees for violations that are not cured within 30 days of notice.
