Requires the Public Utilities Commission to establish an expedited process allowing telephone corporations offering broadband service to become eligible telecommunications carriers for providing stand-alone broadband service through state or federal lifeline programs.

Permits telephone corporations to qualify for the expedited process whether broadband service is provided directly by the corporation or through an affiliate.

Defines "affiliate" according to Section 153 of Title 47 of the United States Code.

Clarifies that the bill does not grant the commission any regulatory authority beyond actions necessary to implement the expedited process.
