Requires the State Energy Resources Conservation and Development Commission to create and maintain an online dashboard displaying California's average gasoline prices compared to national averages.

Dashboard must identify all California-specific taxes, fees, regulations, and policies that contribute to higher gasoline prices and quantify each one's individual contribution to the price difference.

Dashboard must include substantiated evidence of price gouging or anticompetitive behavior in the petroleum industry and measure its contribution to California's price differential.

Applies to taxes, fees, regulations, and policies affecting refinery operators under existing law, including costs passed on to consumers.
