Requires any state regulation mandating medium- and heavy-duty zero-emission vehicle procurement to allow public agency utilities to purchase traditional utility-specialized vehicle replacements when needed to maintain reliable service and respond to emergencies.

Defines "public agency utility" to include local publicly owned electric utilities, community water systems, water districts, and wastewater treatment providers.

Permits replacement of end-of-life traditional utility-specialized vehicles without regard to model year when responding to major foreseeable events including severe weather, wildfires, natural disasters, and physical attacks.

Allows public agency utilities to provide comprehensive usage data for vehicle classes that does not rely solely on lowest mileage readings when determining daily vehicle usage.

Became effective October 8, 2023, establishing Division 12.5 and Chapter 1 of the Vehicle Code regarding zero-emission vehicles.
