Removes statutory disqualifications preventing individuals convicted of felonies from voting while serving state or federal prison sentences, contingent on passage of ACA 4 by voters.

Allows incarcerated persons to vote by mail based on their last voluntary residence in California before conviction, with elections officials required to provide voting materials to the prison location.

Amends voter eligibility requirements in Elections Code sections to remove references to felony convictions as a disqualifying factor for voting.

Repeals Section 2212 of the Elections Code and makes conforming changes to voter registration and cancellation procedures.

Becomes operative only if Assembly Constitutional Amendment 4 of 2023-24 is approved by voters; imposes state-mandated local program costs subject to reimbursement provisions.
