Requires NADBank funding recipients to consent to California court jurisdiction, waive immunities under international law, and ensure workers on public works projects receive prevailing wages.

Conditions grant funding on mutually agreed enforceability and accountability requirements between CalEPA and NADBank, with CalEPA authorized to withhold funding if agreement terms are not met.

Requires CalEPA to notify legislative leadership on cross-border collaboration efforts and funding expenditures, and reserves enforcement authority and causes of action to the State of California with no private right of action.
